Self-employed, Want To Pay The National Insurance Contributions. Will A Simple Notebook Suffice?

I've been self-employed since May 2004. I haven't registered with HM Gate and Customs yet, but I'll do that next week ( I know they can fine me £100 for late registration). Now, since my earnings are so meager (I do foolish, casual translation jobs), my earnings do not exceed £3000 every year (and I have no other proceeds at all - I get supported by my parents). I understand, that I am not liable to pay any tax BUT I'll have to pay the national insurance contributions. Can someone advice what would they be and how much should I envision to pay for the past 3 years? I really can't hire an accountant to do this job for me, because I don't have much money. I discern that I'll have to fill in a self-assessment form (IS IT ALLOWED TO BACKDATE IT 3 YEARS???), and when it comes to denote of my income (I only accepted cach), I only kept a small notebook where I wrote down all proceeds (but I didn't bother to keep track of my expenditures, receipts etc.). Is a handwritten notebook pleasing?
By a 'handwritten notebook' I mean, a notebook where I've kept all the records of the loot income I've ever received (from May 2004), for instance: May 21, 2004 (Friday): a transfer (Italian-English, 2 pages) to Mrs X.Y. Payment by cash received: £40
Will such notebook be accepted by the taxman when they ask for the affirmation of the income for the past 3 years?
Also, how do I obtain the Small Earnings Exception Certificate and how will it aid me? I understand that I can only get this certificate for the last tax year (isn't it?), and not for the previous 3 years.
Thanks G! I'm wholly surprised though that I won't be able to pay any taxes or national insurance contributions for the years 04/05; 05/06.
What do I do about that, because I need attest that I've been self-employed in this country for the past 3 years.

If you cash-box next week, your time from 26 February 07 (or you can go up to 3 months whilom before) till 5 April 07 will be your tax year. You will get a Self Assesment order which you need to sign and send back to the HMRC by 31 September, and HMRC will count the tax for you. If you don't, you will have until End of January to calculate the tax yourself (You'll need an accountant). If you miss that, you will have to pay interest, fines and other nasties.

Insurance And Registration For Walking?

Following some modern suggestions about insurance and registration for cycling does anybody think that this conspire should be extended to pedestrians. What if an Innocent motorist parked their car on the pavement and a cack-handed pedestrian walked into it and dented the wing.
We could have a system where your national insurance number is displayed on your jacket ( or tattooed on your back ) then the offenders could be traced and fined.

Yes people could be fined for being drunk in charge of a pair of shoes. And then have their walking entitle taken away from them.
If this is serious... then you should profession for the government. Violating civil liberties seems like it'd be your thing.
All you call for is a spiffy resume and the propensity to 'mis-spend' the moneys of others' and you may have yourself a new and exciting profession!
Anyway, I know you're joking (I hope), so let's roll with it.
Here's some amendments I think would tribute this new legislation.
1. Old people, those who walk too slow/run too fast would have their license revoked. Dud to comply would mean confiscation of their legs. (think about it.. you could go buy some hot chick's great legs at auction.)
2. Running away from a cop would no longer be referred to as 'resisting stop', it would be known as 'low-speed pursuit' or 'flight from police'.
3. Kicking someone would be 'strike with a weapon with intent to injure or maim.
4. If they died after, it would be 'vehicular homicide'
5. Accidently bumping into someone in a crowded compartment without noticing could get you arrested for 'hit and run'
6. Every time you cross a four-lane street, you would have to pay a tolling fee, which would no doubt be used for 'new sidewalks'
7. Handicapped people would get to stand/sit closest to the phone/ bathroom/door/whatever....
its a observation i suppose....
can you imagen how many would be arrested for drunk walking at the weekend?

I have started a new self employed businss and my earning are expected to be less than £5k /year. I empower that I am eligible for small earning exception, however, not sure whether I can apply for both NI registartion and quirk make simultaneously or should I wait for NI registration first before applying for small earning quirk make. Thank you!
I don't see why you can't do this together. Try it, the National Insurance Corporation will come back to you if they want it done differently.
