Do Insurance Dependents Need Permission From Primary Subscriber First?

A family fellow of ours is interested in seeking in-patient rehabilitation services for substance tongue-lashing and the recovery center is requesting her insurance information. At the present time, for whatever reason, her husband isn't ready to disclose that information.
What rights does the dependent have to use the insurance (BlueCross) for her own purposes? Does the elemental subscriber (husband) have the right to essentially "veto" the strength? Will she have to obtain written or verbal consent from him first?
She doesn't desideratum his permission. All she needs is her insurance card.
She *should* have her own copy that she carries in her purse - if she doesn't have one (for whatever reckon), she can contact the insurance company and they will send her a card.
When she calls, she'll need information to recognize empathize with herself/her policy with the insurance company. If she doesn't know the policy number, she should be ready to give her husband's social security number...possibly birth dates and other information to confirm her identity.
No consent is needed on his part. In fact, he doesn't even have the right to have knowledge of that she sought treatment! Under the privacy laws, she has the right to request "private communications" and have her own Explanations of Benefits and other mailings sent to a unrelated address.
I don't judge devise she needs his consent, just the insurance information.

Even though she is enrolled on his action, he cannot do anything aside from removing her from the policy (but he may have to wait for an open enrollment years in order to do that). He has no say whatsoever in her medical care. If she doesn't have her insurance postcard, all she has to do is call blue cross and they can provide that information to her.

She does not necessary his consent to seek treatment. The insurance company will not deny her, as long as the regulation is valid, and she's still listed on it as a dependant.
If he doesn't disclose his insurance information to the recovery center, they have the sane to refuse treatment. If they treat her, they will send him the bill and he will be responsible for paying it.
When the means was effective, she would have been issued a card, as well.

The outstanding does NOT have a "veto right". It's kinda skilled of him, because the claim isn't going to affect HIM at all. He has nothing to lose, nothing to gain.
She needs her insurance likely, and his date of birth. That's it. IF she doesn't have her insurance card, she can call the company, and they will mail her another one. She needs to seize the consent (pre-authorize) with the insurance company, not him. Not all plans cover substance revilement treatment, though.

Today I was line to medical center to make an appointment but instead of it they asked to give them insurance number and SSN before an office.Do they have right to require this information without even seeing me?I usually make an appointment and when I total I show my insurance to them,so that's why it was surprise for me.Thanks.
It's probly o.k. They demand to verify your insurance before you come in.
