If what you portend about commission is in term of sum of money or percentage of the sum of amount premium is paid, i presumed all insurance companies are regulated by the same standing of commissioning.
But there's just some modification in the level of payout whether they make a higher commission on first year or accommodate oneself to the first year commission and put it on the second year or renewal commission.
I am sure that for some benefits aside from commission, each fellowship has a different set up. The same with fringe benefits, it all depends on how the insurance company operate.

I'm tough to figure out if an insurance agent can offer me cash back on some of the commission he makes.
Insurance rates are filed with the insurance conditional on and strictly regulated.

Varies by in harmony. Monoline property/gl/umbrella 10%. Monoline comp 5%. Container 15%. Professional/specialty 7 1/2%.
Is the $12M size revenues or premiums? That's a major bit of info here. Keep in mind, there are probably contingency plans in place with many of the carriers, for favorable shrinkage ratios.
Also, more and more larger accounts are being written on a flat fee basis, rather than commission essence. So you have to factor that in as well.

Nevada agent fraudulently collects $27, faces four years in prison

A former Nevada insurance substitute pleaded guilty to insurance fraud and could face up to four years in guardhouse for writing fake insurance policies for friends and relatives without their adeptness.
Bradley D. Buchanan admitted his guilt in Washoe Region Court, according to the Reno Gazette-Journal, and will be sentenced Feb. 5 on a felony upon of insurance fraud.
Buchanan, according to court documents, worked as an loner insurance agent and received at least one commission check from the scheme for $27. Other insurers did not pay him commission because the policies were dropped due to want of payment.
While Buchanan did not gain much from the scheme, prosecutors say the set someone back was substantial for insurance companies to investigate and audit his claims and that victims in the patient underwent billing, collections and damage to their credit, the story said.
